• You need a power of attorney if the application is filled in on behalf of others

• You need a power of attorney if someone else is responsible for maintenance of the measure

• You must be able to provide an assessment of the significance that erection, removal, modification or relocation of a fairway sign or navigational aid will have for maritime navigation
