Permit for measures

Use this form to apply for a permit for measures under the Harbour and Waterways Act. You must apply if you are planning a measure that may affect safety, navigation or defence and preparedness interests at sea. You can apply for:

• Installations: bridges, jetties or floating jetties, marine energy installations, cables, pipes or lines, quays, breakwaters or wave dampers, overhead line spans, fish cage installations and petroleum installations.
• Interventions in nature: dumping of materials, ship-to-ship transfers, blasting and dredging.
• Activities: major towing operations, boat races or regattas, ship-to-ship transfers, vessel layups, seismic surveys and equipment testing.

Before you start

• You do not need to log in.
• The form is only available in Norwegian (Bokmål and Nynorsk). Switch to Norwegian in the language selector at the top of the page to fill it in. Below, each field is given with its Norwegian label, followed by an English translation.
• Apply to the Norwegian Coastal Administration if the measure will be located wholly or partly in a fairway, or if it is outside a fairway but may affect safety or navigation in a main or secondary fairway. You can see the fairways in the map on kystinfo.no. If neither applies, apply to the municipality instead.
• Processing may take up to 12 weeks, and longer if information is missing. Apply well before the measure is to take place.
• If you are applying on behalf of someone else, you need a power of attorney from them.
• If the measure conflicts with the municipal area plan or zoning plan, you need an exemption (dispensation) from the municipality.
• If the building ground is not safe, you must be able to explain why the measure should still be carried out.
• Do not submit sensitive information or documents exempt from public disclosure here. Use eDialog instead.

After submitting, you receive a receipt with a copy of the application at the email address you give for the applicant.

What we ask for

All fields must be filled in, except those marked optional ("valgfritt") in the form. Text fields hold up to 1000 characters. Attachments can be PDF, JPEG or PNG, up to 10 MB per file.

1. Søker (Applicant)

• Hvem er søker? (Who is the applicant?) (required): Private individual ("Privatperson") or organisation/company ("Organisasjon/foretak").
• Navn, E-post and Telefon (name, email and phone) (required): Your contact information as the applicant. The phone number is a Norwegian eight-digit number, or a foreign number starting with its country code, for example +46.
• Org. nr. (organisation number) (required if the applicant is an organisation or company): A valid Norwegian organisation number. The company name is filled in automatically.
• Land, Adresse and Postnummer (country, address and postal code) (required): The applicant's address. For a Norwegian address, the city is filled in automatically from the postal code. If you choose a country other than Norway, you enter the city yourself and the postal code is optional.

• Søker du på vegne av noen andre? (Are you applying on behalf of someone else?) (required): If you answer Yes ("Ja"), you must also give details about the owner of the measure:

  • Hvem er eier? (Who is the owner?) (required): Private individual or organisation/company.
  • For a private individual: Navn, E-post, Telefon and address (required).
  • For an organisation or company: Org. nr. and address (required).
  • Last opp fullmakt (Upload power of attorney) (required): At least one file with a power of attorney from the person you are applying on behalf of.

2. Søknaden gjelder (Application concerns)

• Navn på tiltaket (Name of the measure) (required): For example "Bru over Mjåsundet".
• Saksnummer (Case number) (optional): If you have already been in contact with the Norwegian Coastal Administration about the measure, you can enter the case number.
• Last opp prosjektbeskrivelse (Upload project description) (optional): A project description or similar, if you have one.
• Velg tiltak (Select measures) (required): Select at least one measure. You can select several. Each measure you select gets its own step in the form.
• Stedsnavn (Place name) (required): One or more place names, for example "Mjåsundet og Mjøsa".
• Eiendom (Property) (required): At least one property. For each property you enter Kommune (municipality) (required) and Gnr./bnr. (land parcel number) (optional, for example 12/345). Use Legg til eiendom (Add property) to add more.
• Redegjør for hvordan tiltaket kan påvirke sjøtransport og annen ferdsel i farvannet (Account for how the measure may affect maritime transport and other traffic in the waterway) (required): For example how larger and smaller vessels must relate to the measure.
• Redegjør for om/hvordan tiltaket vil påvirke natur- og miljø (Account for whether/how the measure will affect nature and the environment) (required): For example whether there are vulnerable habitats in the area.
• Navigasjonsinnretninger og skilting (Navigational aids and signs) (optional): How the measure may affect existing navigational aids and signs, and whether they need to be changed.

3. One step for each measure

The step has the same name as the measure, for example "Bro" (bridge) or "Opplag" (vessel layup). These fields are included for every measure:

• Informasjon om tiltaket (Information about the measure) (required): A description of the measure. The text under the field tells you what we need to know for that particular measure, for example dimensions, depth, height above HAT or anchoring. For some measures the field has a different name, such as "Informasjon om slepet" (information about the towing operation).
• Startdato and Sluttdato (start date and end date) (required): When the measure will take place. The end date cannot be before the start date. If you only have an estimated time period, tick Jeg har bare et estimert tidsrom (I only have an estimated time period). You must then submit the exact period when you have it. The section is called "Anleggsperiode" (construction period) for most measures, but for example "Opplagsperiode" (layup period) or "Gjennomføringsperiode" (implementation period) for others.
• Beskrivelse (Description) (required): How the work or activity will be carried out, for example use of work boats, how it relates to other traffic, and the plan for announcing it in Notices to Mariners (Efs).
• Vil tiltaket kreve vesentlig innskrenking av farvannet? (Will the measure require significant restriction of the waterway?) (required): If you answer Yes, you must describe to what extent the waterway must be closed and for how long.
• Marker i kart (Mark on map) (required): Draw at least one marking of where the measure will be, as a point, line or polygon, and give each marking a description.
• Vedlegg (Attachments) (optional): A situation plan ("Situasjonsplan"), and for some measures other drawings and plans as well. See the list below.
• Annet du tenker vi bør vite om? (Anything else you think we should know?) (optional) and Andre vedlegg (Other attachments) (optional).

In addition, we ask about the following for the individual measures:

• Bro (Bridge): If you answer Yes to restricting the waterway, you must also give start and end dates for the restriction. Attachments: situation plan, profile drawing ("Profiltegning") and sign and marking plan ("Skilt- og merkeplan").
• Brygge/flytebrygge (Jetty/floating jetty): Redegjør for grep som er gjort for å forebygge at folk faller i sjøen (Account for measures taken to prevent people from falling into the sea) (required), see the guidance on safe harbours. Kan tiltaket medføre ulemper for omgivelsene (Can the measure cause inconvenience for the surroundings), for example noise or light (optional). Attachments: situation plan and profile drawing.
• Merdanlegg (Fish cage installation): Inconvenience for the surroundings (optional). Attachments: situation plan, profile drawing and sign and marking plan.
• Kabler, rør eller ledninger (Cables, pipes or lines): Hvordan legges ledningen/kabelen på sjøbunnen? (How is the line/cable laid on the seabed?) (required), Krever tiltaket slep av utstyr eller ledninger i sjø? (Does the measure require towing of equipment or cables in the sea?) (required) and the question about a seabed survey (see below). Attachments: situation plan, profile drawing and sign plan ("Skiltplan").
• Dumping av masser (Dumping of materials): Inconvenience for the surroundings and Er byggegrunnen sikker? (Is the building ground safe?) (both optional). Attachments: situation plan.
• Kai, molo eller bølgedemper (Quay, breakwater or wave damper): Measures to prevent people from falling into the sea (required), seabed survey, and inconvenience for the surroundings (optional). Attachments: situation plan and profile drawing.
• Større slep (Major towing operation): Attachments: situation plan, for example showing the towing route.
• Omlasting fra skip til skip (Ship-to-ship transfer): Attachments: situation plan and marking plan ("Merkeplan").
• Luftspenn (Overhead line span): Er tiltaket unntatt fra plan- og bygningsloven § 1-3? (Is the measure exempt from the Planning and Building Act § 1-3?) Attachments: situation plan, profile drawing, sign and marking plan and calculation of safe vertical clearance ("Beregning av sikker vertikal klaring").
• Petroleumsinnretninger (Petroleum installations): Seabed survey and Er tiltaket unntatt fra plan- og bygningsloven § 1-3? Attachments: situation plan, profile drawing and sign and marking plan.
• Energianlegg i sjø (Marine energy installation): Seabed survey. Attachments: situation plan, profile drawing and sign and marking plan.
• Seismiske undersøkelser (Seismic surveys): Krever tiltaket slep av utstyr eller ledninger i sjø? (required) and Kreves det melding eller tillatelse fra Kartverket for opptak av bunndata? (Is notification or permission from the Norwegian Mapping Authority required for the collection of seabed data?) (required). If you answer Yes to the latter, you must upload an account ("Redegjørelse"). Read more about collecting seabed data. Attachments: situation plan showing the route of the seismic vessel.
• Opplag (Vessel layup): Inconvenience for the surroundings (optional). Attachments: situation plan.
• Båtrace/regatta (Boat race/regatta): Three yes/no questions about safety (required): whether the guards have VHF radio, whether they have VHF certificates, and whether the event has been cleared with the local police district. You must also upload a Redegjørelse (account of safety) (required). Attachments: situation plan.
• Utprøving av utstyr (Equipment testing): Attachments: situation plan.
• Utdypning, mudring eller sprengning (Dredging, excavation or blasting): Seabed survey, and start and end dates for restricting the waterway if you answer Yes to that. Inconvenience for the surroundings and building ground (both optional). Attachments: situation plan, profile drawing and sign plan.
• Annet tiltak (Other measure): Inconvenience for the surroundings and building ground (both optional). Attachments: situation plan, profile drawing and sign and marking plan.

For the measures that ask about a seabed survey, the question Er det gjennomført eller planlegges det gjennomføring av forundersøkelse/kartlegging av sjøbunnen? (Has a seabed pre-investigation/mapping been carried out or is it planned?) is required. If you answer Yes, you must also describe the activity.

4. Planstatus (Plan status)

A permit under the Harbour and Waterways Act cannot be granted for measures that conflict with the municipal area plan.

• Er tiltaket i samsvar med kommunal arealplan eller reguleringsplan for området? (Does the measure comply with the municipal area plan or zoning plan for the area?) (required)
• Har kommunen gitt dispensasjon fra planen? (Has the municipality granted an exemption from the plan?) (required if the measure does not comply with the plan)
• Dispensasjon, uttalelse fra planmyndighet eller rammetillatelse (Exemption, statement from the planning authority or framework permit) (required if the municipality has granted an exemption): Upload at least one file.
• Begrunn hvorfor du ønsker å sende inn søknaden uten dispensasjon (Explain why you wish to submit the application without an exemption) (required if the measure does not comply with the plan and the municipality has not granted an exemption): Without an exemption, a permit cannot be granted.

If you are applying only for an overhead line span or only for petroleum installations, and have answered that the measure is exempt from the Planning and Building Act, this step is skipped. If you apply for other measures as well, they must comply with the plan.
